About Us

The Outreach Centre New Testament Assembly in Stony Hill District traces its beginnings to the late 1950s and early 1960s through the ministry of the late Pastor Rudolph Williams and his wife, Mary Williams. Services were first facilitated in their home within the Stony Hill District. Not long after, Elder Verley C. Peart and Brother Neville Sue visited the fellowship. During their ministry, several persons were baptized in the Rio Grande River, including Baby Craig, Joyce, and Norma (daughter of the late Deacon Francis), among others.

Securing a Place of Worship
Mr. Bingham later granted the New Testament Assembly full authority to conduct services in a building where they could worship without interference. However, when gambling activities began taking place in the same premises, the church decided to relocate.

In the late 1950s, Mr. Sam Hart offered the congregation space on his property. An agreement was reached, and the land was eventually sold to the New Testament Assembly during the bishopric of the late Bishop V. C. Peart, with Rev. Reginald Jemison (National Treasurer) and Rev. Earl Christian (General Secretary) signing as co-signatories to the legal agreement.

Early Pastoral Leadership and Members
The church continued under the faithful pastoral care of the late Rev. Rudolph Williams. Among the dedicated members who supported him were Deacon Francis, Mrs. Elsa Williams, Ms. May, Ms. Itty, Ms. Edris, Sister Shepherd (“Aunt Kit”), Ms. Adi, and Ms. Mary, to name a few.

Pastoral Transition
In 1985, Rev. Williams migrated to Canada. To maintain continuity, Evangelist Etta Johnson (affectionately called “Sis J”) from the Port Antonio church was sent to lead, assisted by Missionary Lurlene Ashley. With strong support from the Port Antonio congregation, the work remained vibrant. Eventually, Evangelist Johnson returned to Port Antonio full-time, leaving Rev. Lurlene Ashley to carry the mantle of leadership.

After faithfully serving for many years, Rev. Ashley retired in August 2005, and Rev. Robert Phillips was appointed as the new pastor, continuing in this role to the present day.

Becoming an Outreach Centre
In prayer, the Lord instructed that the name “Outreach Centre” be added to the New Testament Assembly. This signified the church’s calling to serve as a hub, reaching out to meet the needs of the community of Port Antonio and beyond. The vision emphasizes ministering to the holistic person—spirit, soul, and body—resulting in true spiritual transformation. Thus, the church embraces its God-given mandate under the slogan:

“Empowered to Transform Lives.”
